Our streets should be safe

Everyone should be able to get around the Destination Safe region safely, whether they're walking on foot, using a mobility device, riding a bike, taking a bus or driving a car. Our Safe Streets and Roads for All (SS4A) planning efforts will help make that happen.

What is SS4A?

Each year, more than 40,000 people die on America's roads, and more than 200 of those fatalities are in the Destination Safe region each year. These statistics led the Federal Highway Administration to create a new National Roadway Safety Strategy to reach a goal of zero roadway deaths. In support of that strategy, the Bipartisan Infrastructure Law established the SS4A program to fund roadway safety projects across the country. 

The 2025 SS4A Grant is open until June 26. Eligible agencies (e.g., counties, cities, towns, special districts, certain transit agencies and similar units of local government) within the Destination Safe region can apply for Planning and Demonstration Grants using the MARC/Destination Safe plan, currently under development.  

Agencies who want to apply for an implementation grant will need to have their own qualifying safety action plan adopted before the June 26 deadline to be eligible. Because the MARC plan will not be completed before the deadline it cannot be used to apply for implementation funding this year. 

Looking for a pedestrian safety project idea?

MARC is urging communities to collaborate with SafeAcross on a pedestrian safety campaign aimed at fostering a cultural shift toward greater pedestrian awareness and responsibility. The goal is to raise awareness among motorists, encouraging them to watch for pedestrians and yield at crosswalks. Pedestrians are advised to travel safely by using crosswalks, obeying traffic signals and following other safety guidelines.

What are we doing in Destination Safe?

The Destination Safe region, a combination of the MARC and the Pioneer Trails Regional Planning Commission (PTRTC), began developing an update to the region’s Comprehensive Safety Action Plan (CSAP) in late 2024, and aim to adopt an SS4A Action Plan in early 2026. The SS4A Action Plan will include the following components, as outlined by the USDOT

  • Leadership commitment and goal setting that includes a goal timeline for eliminating roadway fatalities and serious injuries.
  • Planning structure through a committee, task force or similar group charged with oversight of the Action Plan development, implementation and monitoring.
  • Safety analysis of the existing conditions and historical trends provides a baseline level of crashes involving fatalities and serious injuries.
  • Engagement and collaboration with the public and relevant stakeholders, including the private sector and community groups.
  • Policy and process changes of the current policies, plans, guidelines, and/or standards to identify opportunities to improve them.
  • Strategy and project selections that identify a set of projects and strategies that will address the safety problems described in the plan.
  • Progress and transparency methods that measure progress over time after the plan is developed. 

Regional Bike Plan

MARC is also updating the Greater Kansas City Regional Bikeways Plan! This plan will update the existing Bikeways Plan, which works to develop a cohesive regional network of connected bicycle facilities. These efforts will share some of the research and outreach needed to ensure the plans complement each other and provide actionable recommendations that support the needs of all roadway users.

  • Take our survey and tell us where you feel unsafe - This feedback will help us identify dangerous locations, see opportunities and prioritize them for future infrastructure or program implementation.
  • Get social with us - We will post information about the project on MARC’s social media accounts. Follow us on Facebook, Instagram and/or X to stay in the know.
  • Work with us - Cities and other agencies within the Destination Safe region are eligible to apply for a SS4A supplemental planning or demonstration grants this year using the development of the Destination Safe CSAP. Grant applications are due June 26, 2025.
