Unified Planning Work Program

The Unified Planning Work Program (UPWP) describes the transportation planning activities MARC and other agencies propose to undertake during the next fiscal year. The UPWP promotes a unified regional approach to transportation planning in order to achieve regional goals and objectives. It serves to document the proposed expenditures of federal, state and local transportation planning funds and provides a management tool for MARC and funding agencies in scheduling major transportation planning activities, milestones and products.

The UPWP details:

  • Who will perform the work.
  • Schedule for completing projects.
  • The result of the project activity.
  • The proposed budget for each activity.
  • The UPWP is developed by MARC with input from local governments, area transit providers, the Kansas Department of Transportation (KDOT), and the Missouri Department of Transportation (MoDOT).

The preparation of the UPWP is financed in part with funding from the United States Department of Transportation (USDOT), administered by the Kansas Department of Transportation (KDOT) and the Missouri Department of Transportation (MoDOT). UPWP Modification Policy

Modifications to the UPWP can be made through two methods — formal amendment and administrative modification. Both formal amendments and administrative modifications are processed as needed throughout the year.
