Previously, Hand served as the Chief Innovation Officer for the city of Kansas City, Missouri, and she founded and led Cityfi, an award-winning urban change management consultancy business in Los Angeles. Most recently, she served as director of strategic communications for the Unified Government of Wyandotte County and Kansas City, Kansas.

“Hand’s strong innovation skills and broad experience in public engagement and program management will be highly valuable in helping MARC support cooperative local government initiatives and services,” said MARC Executive Director David Warm. “An architect by trade, her creativity and strategic design thinking, and her leadership abilities will enable her to capably lead the outstanding Local Government Services Department team.”

The MARC Local Government Services Department houses important local government shared services programs, including public safety and 911 communications, emergency services, the Government Training Institute, public workforce efforts and the Regional Housing Partnership. Hand will also oversee a variety of special projects.

“The Local Government Services Department team connects some of the most essential services to scalable solutions and support that contribute to our quality of life across the MARC region,” said Hand. “I am excited to join a team working diligently to make the work of local government even more impactful and effective.”

Hand will step into her role on March 31.
