MARC is seeking a qualified individual to serve as an Emergency Services Project Manager/ Senior Planner. This person will support MARC’s emergency services, homeland security and emergency preparedness work while primarily serving four counties in Kansas and five counties in Missouri.

About this position

This part-time position will oversee and execute key regional planning and preparedness projects working with the Emergency Services Director and leadership from emergency management, fire services, law enforcement, cyber security and other disciplines on assigned special projects to build consensus and protocols to improve regional coordination and readiness on a range of topics with a focus on information and resource sharing, integrated response and special event preparedness.

What you’ll do

Complex planning, consensus building, project management, documentation

  • Conduct research on best practices and facilitate planning processes, document decisions, and develop protocols and plans to advance regional progress.
  • Convene stakeholders to address readiness gaps as outlined in the Regional Strategic Plan.
  • Assist in the design of the training curriculum.
  • Assist in the design, execution, and evaluation of exercises and workshops to meet regional needs.
  • Prepare planning proposals for grants.  
  • Prepare reports for committee and agency approval.
  • Provide on-site support as needed for preparedness activities.  
  • Work closely with other members of the program and MARC to advance the region’s prevention, protection, response, mitigation, and recovery goals.  
  • Represent MARC emergency services at various events, committees, and conferences.  

Project Management

  • Formulate project plans to achieve project goals. Execute project plans to achieve incremental milestones on schedule to support overall project goals. Develop the scope of work for contractual support, oversee the procurement process and review contractors’ work for quality control.

Committee Support

  • Support regional committees/ subcommittees by working with leadership to research and prepare materials, support facilitation of meetings, prepare meeting reports to help local officials reach decisions, and advance coordinated and bi-state planning.  

Stakeholder Management

  • Conduct outreach to stakeholders. Foster and sustain the necessary relationships to further emergency services work within the region and the states.  
  • Respond to inquiries from stakeholders in a timely manner on a wide variety of emergency services and Homeland Security preparedness topics.
  • Work routinely with a range of Kansas and Missouri state agency partners including police, fire, emergency management, health and medical, industry, venues/ special event organizations, community, public, and private entities.

Emergency Management

  • As back-up, may support situational assessment, information sharing and resource coordination during a regional incident.

  • Complex planning experience developing written plans and protocols.
  • Experience with developing reports and deliverables is preferred.  
  • Working knowledge of existing communications, information sharing, and mapping platforms is preferred.

Basic requirements

  • Bachelor’s degree in emergency management, public safety, public administration, public health, health care or emergency medical, or a related field.
  • Prior operational and planning experience preferred in public safety/ emergency management or related field, including safety and security emergency preparedness, special event incident action planning.
  • Minimum of five years of successful and progressively responsible related work experience.
  • Proficiency with Word, Excel, Teams, Office 365, and the ability to learn and use various software platforms.
  • Certifications: None.

  • Background check required.  
  • Work involves exerting up to 25 pounds of force occasionally and/or a negligible amount of force to lift, carry, push, pull, or otherwise move objects. This position involves sitting most of the time but may involve standing or walking for brief periods of time. This position requires manual dexterity sufficient to operate phones, computer, keyboard, and other office equipment. This position requires the ability to bend and reach at both ground level and overhead. Other physical requirements include: Holding and gripping objects, ability to communicate clearly to accurately convey information, visual ability to distinguish color, acuity, and depth perception. Work performed is in an office environment with good working conditions and an almost complete absence of extreme noises and unpleasant or hazardous elements.

  • Foundational FEMA NIMS courses IS100, IS200, IS700, IS800, 300 and 400.
