MARC's goal is to have significant and ongoing public involvement in the transportation planning process. Citizens are encouraged to voice their ideas and opinions regarding specific actions or transportation issues in general to MARC staff at any time. A period for public comment is provided for the updates and major amendments to all of the primary transportation planning projects for which MARC is responsible (UPWP, LRTP and TIP). Published items are available at the MARC offices and on the website. Individuals without Internet access are encouraged to use a public computer at any local public library. All written comments received at MARC are documented and reviewed by staff, and responses are drafted for consideration by the appropriate committee. Review proposed change to Disadvantaged Business Enterprise ProgramBecause many of its program are funded with your tax dollars, MARC would like your input on a change that has been proposed to MARC's Disadvantaged Business Enterprise Program. This program establishes goals for participation of small businesses owned by minorities and women in contracting opportunities with the U.S. Department of Transportation. Due to receiving federal TIGER stimulus funding, MARC must recalculate its DBE participation goal. MARC recommends increasing its DBE goal for contracts from 10 percent to 13 percent of federal funds allocated through USDOT-assisted contracts in the region to be expended with DBEs.
Review proposed change to Transportation Improvement ProgramBecause many of its program are funded with your tax dollars, MARC would like your input on a change that has been proposed to the 2010-2014 plan for transportation projects in the region. The proposed special amendment #2 to the Transportation Improvement Program includes one new project to rehabilitate the I-35 bridge over Lightburne Road in Clay County, Mo.
