Transportation Enhancements/Transportation Alternatives


Program description

The Transportation Enhancements (TE) program was created to support projects that expand travel choices and enhance the transportation experience through improvements to the cultural, aesthetic, historic and environmental aspects of the transportation network.

Eligible projects

The following types of projects are eligible for Kansas and Missouri TE funding, provided that they relate to surface transportation:

  • Provision of facilities for pedestrians and bicycles.

  • Provision of safety and educational activities for pedestrians and bicycles. 

  • Acquisition of scenic easements and scenic or historic sites, including historic battlefields.

  • Scenic or historic highway programs, including the provision of tourist and welcome center facilities.

  • Landscaping and other scenic beautification.

  • Historic preservation.

  • Preservation of abandoned railway corridors (including the conversion and use of the corridors for pedestrian or bicycle trails.

  • Rehabilitation and operation of historic transportation buildings, structures or facilities, including historic railroad facilities and canals.

  • Inventory, control, and removal of outdoor advertising.

  • Archaeological planning and research.

  • Environmental mitigation to address water pollution due to highway runoff, or to reduce vehicle-caused wildlife mortality while maintaining habitat connectivity.

  • Establishment of transportation museums.

Selection process

Kansas and Missouri have different selection criteria and committees that select projects to receive TE funding. The Kansas Transportation Enhancements Committee and the Missouri Transportation Enhancements Committee oversees TE program funds which are awarded to sponsors of transportation projects that expand travel choice and enhance the transportation experience. These committees review, score, and recommend project applications to the Total Transportation Policy Committee.
