Loan/Financing Programs:

Kansas Residents

Community Development Block Grant (CDBG)
Provides federal funds to local units of government for the development of viable communities by addressing their housing, public facilities and economic development needs.**

Community Housing Development Organization (CHDO)
Assists nonprofit developers with increasing the supply of affordable rental housing. CDHOs may apply for a loan in an amount of up to $300,000. The loan may be used to acquire and rehabilitate or construct rental housing.

Historic Rehabilitation Tax Credit

Homeowner Rehab Program
Assists communities with repairing and rehabilitating owner-occupied homes. Local Kansas communities (cities and counties) may apply for program funds of up to $300,000 for administering a homeowner rehabilitation program in their community.**

Housing Tax Credit
Developers obtain funding to supplement a primary loan for the development. Investors receive a return on their investment in the development. Renters have access to affordable housing. Communities achieve added housing stock with an enhanced tax base to further their economic and community development efforts.

Weatherization Assistance Program

** The ineligible entities in the state of Kansas are Kansas City, Lawrence, Leavenworth, Overland Park, Topeka, Wichita and Johnson County.

Chapter 353 Tax Abatement

Community Development Block Grant
Offers grants to communities to improve local facilities, address critical health and safety concerns and develop a greater capacity for growth. It offers funds for projects ranging from housing and street repairs to industrial loans and job training.

Historic Preservation
Provides state tax credits equal to 25% of eligible costs and expenses of the rehabilitation of approved historic structures.

Home Repair Opportunity (HeRO) Program
Provides funding to meet the growing need for home repair for low and moderate income homeowners.

Missouri Housing Trust Fund
Created to help meet the housing needs of very low income families and individuals. The Missouri Housing Development Commission administers the trust, which provides funding for a variety of housing needs, such as acquisition, rehabilitation or new construction of rental housing (and related services) for very low income families, rental assistance, emergency housing aid and home repair.

Neighborhood Assistance Program
Provides assistance to community-based organizations, enabling them to implement community or neighborhood projects in the areas of community service, education, crime prevention, job training and physical revitalization.

Neighborhood Preservation Act
Authorizes state tax credits for residential rehabilitation and construction costs for properties located in distressed communities or defined census blocks. It provides an incentive to rehabilitate owner-occupied housing or to construct new owner-occupied homes in certain areas of the state.
