MARC and its regional partners have developed a Coordinated Public Transit–Human Services Transportation Plan for the Kansas City region, as required by SAFETEA-LU federal legislation. The plan outlines how transit agencies, social service agencies, municipalities and other transportation providers can most efficiently and effectively work together to improve regional mobility for individuals with special transportation needs.

In 2007, MARC amended the Public Transportation Element of Transportation Outlook 2030 Update, the region's long-range transportation plan, to serve as the coordinated plan for the metro area. It serves as the foundation for the competitive selection processes for Federal Transit Administration funding for Job Access and Reverse Commute (Section 5316) and New Freedoms (Section 5317) programs. It also guides the Transportation for Elderly and Disabled (Section 5310) program.

MARC manages the competitive selection process for JARC and New Freedom on behalf of Kansas City Area Transportation Authority, the region's designated recipient for Federal Transit Administration funds.
