KCRPC Policies and Procedures
Participants
Each participating government is asked to obtain a Letter of Understanding from their governing body prior to bid solicitations or obtain a resolution/policy allowing KCRPC/MARC to issue and award contracts on their behalf.
This set of operating procedures and accompanying forms have been developed to formalize the joint bid process.

Vendors
KCRPC issues formal bids for goods and services on behalf of multiple agencies, following Missouri and Kansas state statutes established for open and competitive bidding while incorporating individual agency requirements.
KCRPC focuses on regional products/services that can be standardized across multiple agencies in the MARC region.
- All bids/RFPs by KCRPC are posted on KCRPC's Current Bids page under and on www.demandstar.com. A subscription to DemandStar is not required to bid on KCRPC contracts; however, vendors who do not subscribe are responsible for monitoring local newspapers or the KCRPC website to find bid opportunities.
- KCRPC does not maintain a centralized database of vendors. However, individual agencies participating in a particular bid/RFP may submit requests to KCRPC to have specific vendors added as supplemental suppliers on www.demandstar.com.
- All KCRPC bid/RFP opportunities are published in The Kansas City Star, Kansas City Call and Kansas City Hispanic News.
- Most contracts awarded include one initial year, with potential renewal options.
